L\u2019objectif est la cr\u00e9ation d\u2019une alliance pour aider l\u2019approvisionnement et l\u2019utilisation en chaleur renouvelables \u00e0 percer en Suisse. <\/strong><!--more--><strong>Les aspects du refroidissement et accumulateur de chaleur sont aussi inclus.<\/strong><\/p>\n<p>Avec la votation sur la Strat\u00e9gie \u00e9nerg\u00e9tique 2050 du 21 mai 2017, le but d\u2019un approvisionnement\u00a0 \u00a0\u00e9nerg\u00e9tique durable bas\u00e9 sur des \u00e9nergies renouvelables n\u2019est pas encore atteint. Il reste encore beaucoup \u00e0 faire, une r\u00e9union de lancement a \u00e9t\u00e9 fix\u00e9 au 25 janvier 2018 \u00e0 Zurich.<\/p>\n<p><strong>Objectifs et vision<br \/>\n<\/strong>En plus de la mobilit\u00e9, la consommation de chaleur a la plus grande partie du besoin \u00e9nerg\u00e9tique en Suisse. 45 pourcent de la consommation \u00e9nerg\u00e9tique sont utilis\u00e9s pour le chauffage domestique et la pr\u00e9paration d\u2019eau chaude. Le parc immobilier suisse englouti environ 100 TWh par an et \u00e9jecte ainsi 50 pourcent de toutes les \u00e9missions de CO<sub>2<\/sub>. 75 pourcent de ce besoin tombe sur le chauffage. Dont 50 pourcent sont actuellement couvert par le mazout et 25 pourcent par le gaz naturel (tous les chiffres sont des estimations de l\u2019OFEN pour la p\u00e9riode 2010-2015). La vision de l\u2019OFEN est de r\u00e9duire cette consommation \u00e0 55 TWh par an jusqu\u2019en 2050. En outre, aucun mazout, gaz naturel ou \u00e9lectricit\u00e9 (avec des exceptions possibles) pour la consommation directe pour le chauffage. Les r\u00e9seaux de chauffage \u00e0 distance doivent \u00eatre aliment\u00e9s \u00e0 plus de 80 pourcent de chaleur perdue ou d\u2019\u00e9nergies renouvelables jusqu\u2019en 2025. L\u2019objectif est que les \u00e9nergies renouvelables doivent couvrir le plus possible la consommation personnelle pendant toute l\u2019ann\u00e9e jusqu\u2019en 2050. Les r\u00e9seaux ne doivent pas seulement donner de l\u2019\u00e9nergie, mais selon la production d\u00e9centralis\u00e9e aussi pouvoir l\u2019absorber.<\/p>\n<p><strong>Le chemin est encore long<br \/>\n<\/strong>Malgr\u00e9 que la part des \u00e9nergies renouvelables dans le secteur thermique pour les m\u00e9nages ait doubl\u00e9 depuis 1990, la part \u00e0 l\u2019ensemble de la consommation n\u2019est toujours que de 17.6 pourcent. Cela malgr\u00e9 que les technologies n\u00e9cessaires soient d\u00e9j\u00e0 disponibles et aussi \u00e9tablies. La g\u00e9othermie forme ici un pilier important. Afin de rendre l\u2019approvisionnement \u00e9nerg\u00e9tique durable, il est urgent d\u2019agir. Avec l\u2019alliance \u00abInitiative chauffage Suisse \/ W\u00e4rme Initiative Schweiz\u00bb les forces provenant de l\u2019\u00e9conomie, des associations et des sciences s\u2019unissent afin d\u2019ancrer les objectifs et mesures souhait\u00e9s pour un approvisionnement de chaleur et de refroidissement durable et efficace dans la future Loi sur le CO<sub>2<\/sub> et la Loi sur l\u2019am\u00e9nagement du territoire r\u00e9vis\u00e9es, et par le biais des mod\u00e8les de prescriptions des cantons dans le domaine \u00e9nerg\u00e9tique (MoPEC). Pour cela, les conditions-cadres politiques appropri\u00e9es et un traitement actif du march\u00e9 sont n\u00e9cessaires.<\/p>\n<p><strong>Le moment est venu<br \/>\n<\/strong>Le moment est venu de forcer la cr\u00e9ation des conditions-cadres n\u00e9cessaires avec l\u2019\u00abInitiative chauffage Suisse \/ W\u00e4rme Initiative Schweiz\u00bb. Les d\u00e9bats sur la r\u00e9vision de la Loi sur le CO<sub>2<\/sub> ont commenc\u00e9 dans la Commission pr\u00e9paratoire du Conseil national. Le MoPEC 2014 est actuellement mis en \u0153uvre dans les cantons de Berne, des Grisons, Lucerne et Soleure, le message concernant la r\u00e9vision de la Loi sur l\u2019am\u00e9nagement du territoire suivra en 2018. L\u2019approvisionnement en chaleur renouvelable n\u2019est pas seulement possible mais \u00e9galement plus rentable.<\/p>\n<p><strong>\u00abInitiative chauffage Suisse \/ W\u00e4rme Initiative Schweiz\u00bb<br \/>\n<\/strong>Les objectifs de \u00abInitiative chauffage Suisse \/ W\u00e4rme Initiative Schweiz\u00bb sont les points suivants:<\/p>\n<ul>\n<li>Conjonction des forces de l\u2019\u00e9conomie de chaleur renouvelable et efficace<\/li>\n<li>Impulsions perceptibles pour la politique, soci\u00e9t\u00e9 et les utilisateurs<\/li>\n<li>Prise en compte des pr\u00e9occupations dans les lois et ordonnances pertinentes<\/li>\n<li>Utilisation de la r\u00e9vision de la Loi sur le CO<sub>2<\/sub>, mise en \u0153uvre du MoPEC et r\u00e9vision de la Loi sur l\u2019am\u00e9nagement du territoire comme chance pour une sensibilisation et mise en valeur (politique) de l\u2019\u00e9nergie thermique<\/li>\n<li>Optimisation des conditions-cadres\/r\u00e8gles de jeux politiques sur le march\u00e9 thermique suisse<\/li>\n<li>Engagement pour une perc\u00e9e durable de la production de chaleur renouvelable et de l\u2019exploitation de l&rsquo;\u00e9nergie g\u00e9othermique efficace<\/li>\n<li>Wesentlicher Beitrag zur Umsetzung der Energiestrategie und dem Erreichen der Klimaziele<\/li>\n<\/ul>\n<p><em>\u00a0<\/em>L\u2019\u00abInitiative chauffage Suisse \/ W\u00e4rme Initiative Schweiz\u00bb \u00e9laborera un engagement commun sous le Dach de l\u2019AEE Suisse. Pendant la r\u00e9union de lancement du 25 janvier 2018, un premier engagement a \u00e9t\u00e9 livr\u00e9 et les bases, objectifs et \u00abA faire\u00a0\u00bb d\u00e9finis. Lors d\u2019une autre s\u00e9ance, l\u2019engagement de l\u2019alliance doit \u00eatre finalis\u00e9 et les objectifs de l\u2019\u00abInitiative chauffage Suisse \/ W\u00e4rme Initiative Schweiz\u00bb fix\u00e9s. Une strat\u00e9gie thermique sera \u00e9labor\u00e9e et un programme d\u2019action cr\u00e9\u00e9. G\u00e9othermie-Suisse va s\u2019engager.
