Elle endosse toutefois partiellement un r\u00f4le de coordination. Par ailleurs, le service sismologique suisse \u00e9labore pour les Cantons des directives li\u00e9es \u00e0 la surveillance des risques sismologiques. G\u00e9othermie-Suisse d\u00e9plore que la Conf\u00e9d\u00e9ration ne s\u2019investisse avec plus de motivation.<\/strong><\/p>\n<p>Le sous-sol profond suisse est pratiquement inconnu. Ceci constitue un obstacle majeur pour la g\u00e9othermie. Afin d\u2019am\u00e9liorer les connaissances du sous-sol, le Conseil national et le Conseil des Etats 2012\/2014 ont mandat\u00e9 le Conseil f\u00e9d\u00e9ral pour:<\/p>\n<ul>\n<li>organiser et financer un programme de recherche du sous-sol dans toute la Suisse.<\/li>\n<li>\u00e9tablir un plan directeur national afin de d\u00e9terminer les sites appropri\u00e9s \u00e0 la g\u00e9othermie profonde.<\/li>\n<\/ul>\n<p><strong>Engagement restreint<br \/>\n<\/strong>Dans le rapport \u00abConception et mise en oeuvre des mesures de promotion pour l\u2019exploitation de la g\u00e9othermie profonde dans la Suisse\u00bb, il ne reste plus grand-chose de cette impulsion. Il est \u00e9vident que la g\u00e9othermie est soutenue par les subventions disponibles en phase d\u2019exploration des projets d\u2019\u00e9lectricit\u00e9 et de chaleur. Mais force est de constater que la Conf\u00e9d\u00e9ration n\u2019organise ni ne finance un v\u00e9ritable programme de reconnaissance syst\u00e9matique du sous-sol. Son argumentation est la suivante:<\/p>\n<ul>\n<li>L\u2019\u00e9mergence d\u2019une industrie g\u00e9othermique n\u2019est pas du ressort de la Conf\u00e9d\u00e9ration, puisqu\u2019aucune carence du march\u00e9 n\u2019a pu \u00eatre constat\u00e9e dans la fourniture de produits issus de la g\u00e9othermique (par ex. \u00e9lectricit\u00e9, chaleur, quotas d\u2019\u00e9mission, services \u00e9nerg\u00e9tiques)<\/li>\n<li>La prospection, l\u2019exploration et la recherche de sites potentiels d\u2019exploitation de ressources g\u00e9othermiques sont du ressort de l\u2019industrie avec le soutien des Hautes \u00e9coles, de la Conf\u00e9d\u00e9ration et des cantons.<\/li>\n<li>En revanche, l\u2019acquisition des progr\u00e8s technologiques n\u00e9cessaires et le d\u00e9veloppement des connaissances associ\u00e9es pour valoriser les ressources \u00e9nerg\u00e9tiques du sous-sol profond sont du domaine public. Le pr\u00e9sident Willy Gehrer: \u00abOui, nous sommes d\u00e9\u00e7us. Nous nous attendions \u00e0 ce que le Conseil f\u00e9d\u00e9ral montre plus de courage. D\u2019autant, que le gouvernement s\u2019est fix\u00e9 de produire plus de 4 t\u00e9rawattheures \u00e0 partir de la g\u00e9othermie d\u2019ici 2050.\u00bb W. Gehrer ne veut cependant pas se plaindre: \u00abDans le cadre de la strat\u00e9gie \u00e9nerg\u00e9tique, nous avons fait un grand bond gr\u00e2ce aux contributions de prospection, \u00e0 l\u2019extension de la garantie de risque pour l\u2019exploration g\u00e9othermique et au soutien des projets de production de chaleur.\u00bb<\/p>\n<p><strong>Les donn\u00e9es g\u00e9ologiques brutes passent dans le domaine public<br \/>\n<\/strong>La Conf\u00e9d\u00e9ration ne se soustrait cependant pas \u00e0 ses responsabilit\u00e9s. Swisstopo entend jouer \u00e0 l\u2019avenir un r\u00f4le central, tant en phase de prospection, de d\u00e9veloppement et de r\u00e9alisation de projets g\u00e9othermiques produisant de la chaleur et de l\u2019\u00e9lectricit\u00e9 qu\u2019ult\u00e9rieurement en phase d\u2019exploration. Ainsi l\u2019acc\u00e8s aux donn\u00e9es g\u00e9othermiques sera facilit\u00e9. Les responsables de projets qui b\u00e9n\u00e9ficient de l\u2019aide de la Conf\u00e9d\u00e9ration, devront, conform\u00e9ment \u00e0 l\u2019ordonnance sur l\u2019\u00e9nergie, mettre \u00e0 disposition de swisstopo toutes leurs donn\u00e9es. Apr\u00e8s un certain d\u00e9lai de protection, les donn\u00e9es brutes seront rendues accessibles au public. La Conf\u00e9d\u00e9ration veut garder son r\u00f4le de conseiller et de soutien \u00e0 disposition des cantons en mati\u00e8re de g\u00e9othermie. Enfin la Conf\u00e9d\u00e9ration a charg\u00e9 le Service sismologique suisse (SSS) de conseiller les Cantons sur les questions li\u00e9es aux standards de qualit\u00e9s concernant la sismicit\u00e9, les proc\u00e9dures d\u2019autorisations, les r\u00e9alisations de projets.
