La g\u00e9othermie pourrait couvrir jusqu\u2019\u00e0 25% des besoins de chaleur de la Suisse, r\u00e9duire la consommation d\u2019\u00e9lectricit\u00e9 en hiver et renforcer la souverainet\u00e9 \u00e9nerg\u00e9tique. Malgr\u00e9 le financement r\u00e9cemment garanti par le Parlement, une interpr\u00e9tation restrictive menace une majorit\u00e9 des 20 projets en cours. Il appartient d\u00e9sormais aux politiques de corriger cette interpr\u00e9tation, qui bloque les projets suisses. Elle est en effet diam\u00e9tralement oppos\u00e9e \u00e0 la pratique en vigueur dans les pays voisins. Le Conseil national a envoy\u00e9 un signal clair le 18 juin et demande une pratique de subvention adapt\u00e9e \u00e0 la r\u00e9alit\u00e9 des porteurs de projet.<\/strong><\/div>\n

Depuis des ann\u00e9es, plus de 20 projets g\u00e9othermiques ont \u00e9t\u00e9 soutenus en Suisse \u00e0 hauteur de plusieurs millions de francs. Cette ann\u00e9e encore, le Parlement s’est prononc\u00e9 en faveur d’une contribution de 30 millions de francs en faveur de projets de chaleur. Mais, alors qu’ils entrent dans leur phase de mise en oeuvre, la plupart de ces projets sont menac\u00e9s par une interpr\u00e9tation trop restrictive des crit\u00e8res d’\u00e9ligibilit\u00e9 aux subventions.<\/p>\n<\/div>\n

\n

Des investissements risquent d\u2019\u00eatre perdus sans avoir servi<\/strong><\/span><\/h3>\n

En effet, la politique de subventionnement restrictive actuellement en vigueur dans des contextes g\u00e9ologiques comme celui d\u2019une grande partie du Plateau suisse (de Gen\u00e8ve \u00e0 Thurgovie) exclut de facto toute valorisation g\u00e9othermique significative pour la d\u00e9carbonation des villes. Plus de la moiti\u00e9 des projets en cours deviendraient in\u00e9ligibles aux aides, alors m\u00eame que leur exploration a \u00e9t\u00e9 cofinanc\u00e9e par la Conf\u00e9d\u00e9ration. Les centaines de millions d\u00e9j\u00e0 investis par les entreprises \u00e9nerg\u00e9tiques, les acteurs priv\u00e9s et la Conf\u00e9d\u00e9ration seraient alors perdus sans autre utilit\u00e9. Face \u00e0 cette ins\u00e9curit\u00e9 juridique, les premiers projets sont d\u00e9j\u00e0 menac\u00e9s d\u2019abandon.<\/p>\n

La question est simple : la g\u00e9othermie comme source de chaleur pourra-t-elle encore \u00eatre d\u00e9velopp\u00e9e dans une grande partie du pays, notamment entre Gen\u00e8ve et Thurgovie ? La CEATE-N a adopt\u00e9 la motion 26.3011<\/a><\/strong>, qui a \u00e9t\u00e9 soumise au vote du Conseil national le 18 juin. La CEATE-N demande une pratique de subvention adapt\u00e9e \u00e0 la r\u00e9alit\u00e9 des porteurs de projet.<\/p>\n

La question est simple : la g\u00e9othermie comme source de chaleur pourra-t-elle encore \u00eatre d\u00e9velopp\u00e9e dans une grande partie du pays, notamment entre Gen\u00e8ve et Thurgovie ?<\/strong><\/p><\/blockquote>\n

\n

Un arr\u00eat confirme une l\u00e9gislation restrictive<\/strong><\/span><\/h3>\n

Dans un arr\u00eat r\u00e9cent du Tribunal administratif f\u00e9d\u00e9ral, l’interpr\u00e9tation restrictive de la loi sur le CO2 par l’Office f\u00e9d\u00e9ral de l’\u00e9nergie (OFEN) est confirm\u00e9e. La situation actuelle et cette interpr\u00e9tation font que de nombreux projets vont s\u2019arr\u00eater en route. \u00c9tant donn\u00e9 que le chauffage est responsable d’environ un cinqui\u00e8me des \u00e9missions de CO\u2082, il est difficile de justifier ce potentiel perdu.<\/p>\n

La situation actuelle et cette interpr\u00e9tation font que de nombreux projets vont s\u2019arr\u00eater en route. <\/strong><\/p><\/blockquote>\n

L’OFEN n’entend accorder des subventions qu’aux installations g\u00e9othermiques dont la temp\u00e9rature de l\u2019eau souterraine est plus \u00e9lev\u00e9e que la temp\u00e9rature de d\u00e9part du r\u00e9seau thermique. Cette exigence cr\u00e9e un s\u00e9rieux \u00e9cueil dans la r\u00e9alit\u00e9 des projets et des diff\u00e9rences de traitement entre les villes o\u00f9 les r\u00e9seaux thermiques n\u2019ont pas tous la m\u00eame temp\u00e9rature de d\u00e9part. Ce serait plus coh\u00e9rent de subventionner aussi les projets dont la temp\u00e9rature est suffisante pour pr\u00e9chauffer directement et sans pompe \u00e0 chaleur les retours du r\u00e9seau. Cela permettrait d’alimenter le r\u00e9seau en \u00e9nergie pr\u00e9cieuse et de remplacer les sources d’\u00e9nergie fossiles import\u00e9es.
\nEn imposant une condition aussi stricte aux installations, on p\u00e9nalise des projets qui sont utiles, pragmatiques et align\u00e9s sur les standards europ\u00e9ens. Dans les pays voisins, des installations g\u00e9othermiques comparables b\u00e9n\u00e9ficient d\u00e9j\u00e0 d’aides publiques. \u00c0 l’\u00e9chelle europ\u00e9enne, plus de 400 r\u00e9seaux de chauffage urbain fonctionnent \u00e0 l’\u00e9nergie g\u00e9othermique.<\/p>\n

Dans l\u2019ensemble, cette interpr\u00e9tation va \u00e0 l\u2019encontre des objectifs de la Loi sur l\u2019\u00e9nergie et de la Loi sur le CO\u2082, en orientant les investissements vers des solutions moins risqu\u00e9es mais moins efficaces et moins durables, comme les pompes \u00e0 chaleur aliment\u00e9es par des sources \u00e0 basse temp\u00e9rature (lacs, stations d\u2019\u00e9puration). Ces alternatives entra\u00eeneraient une forte augmentation de la consommation \u00e9lectrique en hiver, p\u00e9riode d\u00e9j\u00e0 critique pour la s\u00e9curit\u00e9 d\u2019approvisionnement.<\/p>\n

\n

Le Parlement envoie un signal clair<\/strong><\/span><\/h3>\n

Le Conseil national estime lui aussi qu\u2019il est n\u00e9cessaire d\u2019agir dans la situation actuelle et a envoy\u00e9, lors de la session de juin, un signal clair en faveur du d\u00e9veloppement de la g\u00e9othermie locale. Par 123 voix pour, 64 contre et 4 abstentions, la Chambre basse a clairement approuv\u00e9 la motion 26.3011 d\u00e9pos\u00e9e par la CEATE<\/a><\/span><\/strong>. Seule une r\u00e9glementation de soutien adapt\u00e9e \u00e0 la pratique permettra d\u2019exploiter le potentiel de cette source d\u2019\u00e9nergie renouvelable et d\u2019apporter une contribution efficace \u00e0 la d\u00e9carbonisation de l\u2019approvisionnement en chaleur.<\/p>\n<\/div>\n<\/div>\n<\/div>\n
