Le projet de g\u00e9othermie \u00e0 Haute-Sorne est encadr\u00e9 par un dispositif de gouvernance cantonal sur mesure. Le Canton du Jura exerce une haute surveillance active, fond\u00e9e sur une coordination interservices \u00e9troite et le recours \u00e0 des expertises scientifiques ind\u00e9pendantes. L\u2019exp\u00e9rience de Haute-Sorne illustre un mod\u00e8le de r\u00e9gulation exigeant, fond\u00e9 sur le principe de pr\u00e9caution, l\u2019ind\u00e9pendance du contr\u00f4le et l\u2019am\u00e9lioration continue, et constitue une r\u00e9f\u00e9rence utile pour l\u2019encadrement futur de projets de g\u00e9othermie profonde de type EGS en Suisse.<\/strong><\/p>\n

Le projet pilote de g\u00e9othermie profonde \u00e0 Haute-Sorne, port\u00e9 par l\u2019entreprise Geo-Energie Jura SA, vise \u00e0 d\u00e9montrer la faisabilit\u00e9, en Suisse, des syst\u00e8mes g\u00e9othermiques am\u00e9lior\u00e9s (EGS) pour la production d\u2019\u00e9lectricit\u00e9 \u00e0 partir de la chaleur du sous-sol. En tant qu\u2019autorit\u00e9 r\u00e9glementaire, le Canton du Jura assure la haute surveillance du projet dans un cadre rigoureux et adaptatif, ax\u00e9 sur la gestion des risques, la conformit\u00e9 l\u00e9gale et la s\u00e9curit\u00e9 publique.<\/p>\n

Les missions de l\u2019\u00c9tat couvrent l\u2019ensemble du cycle de vie du projet et s\u2019appuient sur une surveillance globale et continue, mobilisant des moyens techniques, humains et organisationnels coordonn\u00e9s. Une attention particuli\u00e8re est port\u00e9e \u00e0 la protection de l\u2019environnement ainsi qu\u2019au suivi de la sismicit\u00e9 induite, en collaboration avec des experts ind\u00e9pendants. Pour garantir l\u2019efficacit\u00e9 de cette surveillance, une gouvernance sur mesure a \u00e9t\u00e9 mise en place, fond\u00e9e sur la rigueur, la transparence et l\u2019expertise multidisciplinaire. La pr\u00e9paration aux situations d\u2019urgence est assur\u00e9e par des plans d\u2019intervention \u00e9tablis avec les services sp\u00e9cialis\u00e9s locaux.<\/p>\n

La transparence constitue un pilier central de l\u2019action cantonale. D’importants efforts de communication ont \u00e9t\u00e9 engag\u00e9s afin de combler le d\u00e9ficit d\u2019information du public, r\u00e9pondre aux pr\u00e9occupations citoyennes, r\u00e9tablir les faits et assurer une information claire et anticipatrice sur les \u00e9l\u00e9ments cl\u00e9s du dossier.<\/p>\n

Le Canton du Jura a instaur\u00e9 un cadre r\u00e9glementaire in\u00e9dit, con\u00e7u pour anticiper, pr\u00e9venir et att\u00e9nuer les risques li\u00e9s \u00e0 ce projet innovant, techniquement ambitieux et socialement sensible.<\/p>\n

Le rapport d\u2019activit\u00e9 disponible sous ce lien<\/strong><\/span><\/a> dresse le bilan des actions conduites par l\u2019autorit\u00e9 de surveillance durant la phase exploratoire (2022-2025), notamment en mati\u00e8re de r\u00e9gulation, de suivi, de coordination et de communication. Il t\u00e9moigne de l\u2019engagement de l\u2019administration cantonale \u00e0 mobiliser ses comp\u00e9tences pour accompagner le projet de mani\u00e8re responsable et faire \u00e9voluer la r\u00e9glementation dans un contexte national encore en construction.<\/p>\n
