Lors d&rsquo;un atelier du programme Transfer organis\u00e9 par G\u00e9othermie Suisse, des experts ont plaid\u00e9 en faveur d&rsquo;une instance de coordination.<\/strong><\/p>\n<p>Le 13 novembre 2024, des experts de la Conf\u00e9d\u00e9ration, des cantons et des communes issus des domaines de l&rsquo;\u00e9nergie, de l&rsquo;environnement et de l&rsquo;approvisionnement en eau se sont r\u00e9unis. Le potentiel d&rsquo;utilisation thermique est tr\u00e8s \u00e9lev\u00e9 en Suisse. Cependant, l&rsquo;exploitation de ce potentiel doit \u00eatre coordonn\u00e9e avec les autres utilisations des eaux souterraines. La protection de l&rsquo;environnement et des eaux souterraines joue ici un r\u00f4le central.<\/p>\n<p>&nbsp;<\/p>\n<p>Pour que l&rsquo;utilisation multifonctionnelle des eaux souterraines fonctionne, diff\u00e9rentes conditions cadres sont n\u00e9cessaires. Les participants ont identifi\u00e9 les mesures suivantes comme \u00e9tant n\u00e9cessaires :<\/p>\n<ul>\n<li><strong>Clarification des r\u00f4les entre les acteurs<\/strong> : afin de pouvoir utiliser les eaux souterraines \u00e0 des fins diverses, il faut aujourd&rsquo;hui s&rsquo;adresser \u00e0 diff\u00e9rents interlocuteurs au sein des autorit\u00e9s nationales, cantonales et communales. Les responsabilit\u00e9s entre les autorit\u00e9s sont souvent confuses. Il manque un service de coordination central. Il est n\u00e9cessaire de clarifier et, si possible, d&rsquo;harmoniser les comp\u00e9tences.<\/li>\n<li><strong>Gouvernance<\/strong> : d\u00e9signation d&rsquo;un organe responsable qui permette de clarifier les r\u00f4les, assure la coordination et fixe les priorit\u00e9s en mati\u00e8re d&rsquo;utilisation des eaux souterraines.<\/li>\n<li><strong>Documentation de l&rsquo;\u00e9tat actuel<\/strong> : quantification de l&rsquo;\u00e9tat actuel des ressources, de la qualit\u00e9 et des propri\u00e9t\u00e9s des eaux souterraines. Planification tridimensionnelle. Une utilisation multifonctionnelle n\u00e9cessite \u00e9galement un suivi appropri\u00e9.<\/li>\n<li><strong>Base de donn\u00e9es commune<\/strong> : cr\u00e9ation de documents de d\u00e9cision et de planification communs et accessibles permettant de mieux \u00e9valuer les potentiels, les risques et les opportunit\u00e9s.<\/li>\n<li><strong>Protection des eaux souterraines<\/strong> : il convient d&rsquo;\u00e9viter les apports de chaleur susceptibles d&rsquo;influencer n\u00e9gativement les propri\u00e9t\u00e9s des eaux souterraines.
