La loi sur l’\u00e9nergie est adapt\u00e9e afin de promouvoir la g\u00e9othermie profonde. La consultation sur la r\u00e9vision partielle est ouverte jusqu’\u00e0 fin mars 2024.<\/strong><\/p>\n

Pour remplacer les \u00e9nergies fossiles dans l’approvisionnement en \u00e9nergie, il faut \u00e9laborer un m\u00e9lange appropri\u00e9 de diff\u00e9rentes sources d’\u00e9nergie afin de r\u00e9partir le risque et l’utilisation sur diff\u00e9rentes solutions. Le sous-sol profond constitue une source d’\u00e9nergie possible. Celui-ci n’a \u00e9t\u00e9 que peu \u00e9tudi\u00e9 dans le canton de Schwyz. Une r\u00e9vision de la loi doit inciter \u00e0 l’\u00e9tudier et \u00e0 exploiter le potentiel existant.<\/p>\n

Avec la motion M 8\/21, neuf d\u00e9put\u00e9s cantonaux demandent que le canton proc\u00e8de lui-m\u00eame \u00e0 des investigations du sous-sol profond en vue de l’exploitation de la g\u00e9othermie profonde dans le canton. Les co\u00fbts de ces travaux devraient \u00eatre rembours\u00e9s, du moins en partie, par la vente de donn\u00e9es ou par des redevances de concession. Cependant, cela n’est pas possible en raison de la Convention d’Aarhus, selon laquelle les donn\u00e9es environnementales doivent \u00eatre publiques. C’est pourquoi le d\u00e9partement de l’environnement a \u00e9labor\u00e9 une variante pour promouvoir la g\u00e9othermie profonde. Une r\u00e9vision partielle de la loi cantonale sur l’\u00e9nergie est n\u00e9cessaire pour en cr\u00e9er les bases.<\/p>\n

De l’id\u00e9e \u00e0 l’utilisation
\nSi quelqu’un souhaite utiliser la g\u00e9othermie profonde pour produire de la chaleur ou de l’\u00e9lectricit\u00e9, il faut d’abord rassembler et \u00e9valuer les donn\u00e9es existantes de la r\u00e9gion dans le cadre d’une \u00e9tude pr\u00e9liminaire. Le sous-sol est ensuite analys\u00e9 \u00e0 l’aide d’ondes sismiques ou d’autres m\u00e9thodes g\u00e9ophysiques. Celles-ci ne sont pas perceptibles, mais fournissent de pr\u00e9cieuses informations sur les couches et leur trac\u00e9 dans le sous-sol. Si les r\u00e9sultats sont concluants, un forage d’exploration est r\u00e9alis\u00e9 dans les couches prometteuses et des tests approfondis sont effectu\u00e9s. Si la ressource est exploitable, un forage d’exploitation permet de s’assurer que l’eau refroidie est restitu\u00e9e aux couches perm\u00e9ables. On obtient ainsi un cycle. De l’id\u00e9e \u00e0 l’exploitation effective, les co\u00fbts d’investissement sont \u00e9lev\u00e9s. De plus, le risque du projet est relativement \u00e9lev\u00e9, si bien que la Conf\u00e9d\u00e9ration a d\u00e9j\u00e0 introduit des instruments de promotion. Pour les projets, elle verse jusqu’\u00e0 60 % des co\u00fbts imputables.<\/p>\n

Promotion de la g\u00e9othermie profonde
\nAfin d’obtenir une vue d’ensemble du territoire cantonal et de disposer lui-m\u00eame d’une base de d\u00e9cision pour d’\u00e9ventuelles demandes, le canton pr\u00e9voit de lancer des \u00e9tudes pr\u00e9liminaires sur l’ensemble du territoire cantonal. Les r\u00e9sultats de cette \u00e9tude seront publi\u00e9s. En outre, le canton pr\u00e9voit de payer jusqu’\u00e0 30 % des co\u00fbts imputables lors de la prospection pour des projets concrets, si la Conf\u00e9d\u00e9ration accorde de son c\u00f4t\u00e9 des indemnit\u00e9s. Ainsi, non seulement la promotion de la g\u00e9othermie profonde en tant que source d’\u00e9nergie indig\u00e8ne et ind\u00e9pendante est assur\u00e9e, mais aussi le respect de directives valables dans toute la Suisse lors de l’\u00e9tude des ressources g\u00e9othermiques.<\/p>\n

Adaptations l\u00e9gales
\nPour que le canton puisse r\u00e9aliser lui-m\u00eame les \u00e9tudes pr\u00e9liminaires et encourager les recherches g\u00e9ophysiques, une adaptation de la loi cantonale sur l’\u00e9nergie est n\u00e9cessaire. Celle-ci stipule explicitement que le canton peut r\u00e9aliser des \u00e9tudes pour d\u00e9terminer le potentiel de la g\u00e9othermie profonde. En outre, afin de promouvoir la g\u00e9othermie profonde, il est pr\u00e9vu de prendre en charge, dans le cadre d’un projet concret, jusqu’\u00e0 30 % des co\u00fbts imputables pour la prospection, c’est-\u00e0-dire pour les \u00e9tudes g\u00e9ophysiques.<\/p>\n

La proc\u00e9dure de consultation pour la r\u00e9vision partielle de la loi cantonale sur l’\u00e9nergie d\u00e9butera le 4 d\u00e9cembre 2023 et durera jusqu’au 31 mars 2024.<\/p>\n
