Suite \u00e0 une interpellation du CN Matthias Jauslin, membre du comit\u00e9 de G\u00e9othermie-Suisse, le Conseil f\u00e9d\u00e9ral a pris position pour la g\u00e9othermie.<\/strong><\/p>\n

<\/p>\n

1. La g\u00e9othermie est une \u00e9nergie renouvelable polyvalente : elle permet la production continue de froid, de chaleur de confort et industrielle ainsi que d\u2019\u00e9lectricit\u00e9. Cette flexibilit\u00e9 permet d’optimiser l’utilisation des ressources g\u00e9othermiques et de maximiser leur contribution \u00e0 la d\u00e9carbonation du mix \u00e9nerg\u00e9tique.<\/p>\n

2. Pour acc\u00e9l\u00e9rer l\u2019int\u00e9gration de la g\u00e9othermie en Suisse, la Conf\u00e9d\u00e9ration et les cantons mettent en \u0153uvre plusieurs mesures. Le Programme B\u00e2timents des cantons propose des soutiens financiers pour les projets thermiques (chaleur et froid) de g\u00e9othermie peu profonde ayant recours \u00e0 une pompe \u00e0 chaleur. La Conf\u00e9d\u00e9ration cible, elle, son soutien sur la mitigation des risques g\u00e9ologiques de ne pas trouver la ressource g\u00e9othermale escompt\u00e9e pour les projets d\u2019utilisation directe de la g\u00e9othermie profonde pour la production de chaleur et d\u2019\u00e9lectricit\u00e9.\u00a0En plus, la Conf\u00e9d\u00e9ration soutient les cantons,\u00a0souverains du sous-sol, dans la mise en \u0153uvre des r\u00e9gulations adapt\u00e9es au d\u00e9veloppement de la g\u00e9othermie, notamment pour la gestion des risques sismiques. Elle soutient aussi l\u2019industrie via une plateforme de transfert d\u2019exp\u00e9rience. En r\u00e9ponse \u00e0 la motion\u00a022.3702<\/span><\/a>\u00a0Jauslin \u00ab\u00a0Avenir \u00e9nerg\u00e9tique. Exploiter le potentiel de stockage du sous-sol\u00a0\u00bb, la Conf\u00e9d\u00e9ration am\u00e9liorera le cadre juridique du stockage de la chaleur et de la g\u00e9othermie. La recherche et l\u2019innovation jouent \u00e9galement un r\u00f4le crucial dans l\u2019acc\u00e9l\u00e9ration du d\u00e9ploiement de ces applications. Enfin, l\u2019impl\u00e9mentation de la motion\u00a020.4063<\/span><\/a>\u00a0Groupe lib\u00e9ral-radical \u00ab\u00a0Faire la lumi\u00e8re sur la protection du climat, la s\u00e9curit\u00e9 \u00e9nerg\u00e9tique et l’exploitation des infrastructures gr\u00e2ce \u00e0 l’exploration du sous-sol\u00a0\u00bb qui charge la Conf\u00e9d\u00e9ration d\u2019explorer le sous-sol national permettra de\u00a0combler le manque de donn\u00e9es et connaissances du sous-sol n\u00e9cessaires \u00e0 l’am\u00e9lioration des probabilit\u00e9s de succ\u00e8s des projets de g\u00e9othermie.<\/p>\n

3. La g\u00e9othermie contribue d\u2019ores et d\u00e9j\u00e0 \u00e0 l\u2019atteinte des objectifs de la Conf\u00e9d\u00e9ration dans huit des dix domaines th\u00e9matiques identifi\u00e9s dans la Strat\u00e9gie Chaleur 2050. Concernant la p\u00e9n\u00e9tration de la g\u00e9othermie dans les r\u00e9seaux thermiques, les travaux sont en cours dans le cadre du programme triennal d\u00e9coulant de la charte du 18 ao\u00fbt 2022 \u00e9labor\u00e9e conjointement par le D\u00e9partement f\u00e9d\u00e9ral de l\u2019environnement, des transports, de l\u2019\u00e9nergie et de la communication (DETEC), la Conf\u00e9rence des directeurs cantonaux de l\u2019\u00e9nergie (EnDK), l\u2019Union des villes suisses (UVS) et l\u2019Association des communes suisses (ACS) visant \u00e0 acc\u00e9l\u00e9rer leur d\u00e9veloppement.<\/p>\n

4. et 5. Comme le sous-sol suisse est encore largement inconnu, les risques de ne pas\u00a0trouver la ressource g\u00e9othermale profonde souhait\u00e9e sont donc encore \u00e9lev\u00e9s. C\u2019est pourquoi une partie de ces risques g\u00e9ologiques ont \u00e9t\u00e9 transf\u00e9r\u00e9s en 2018 \u00e0 la Conf\u00e9d\u00e9ration par le biais des subventions f\u00e9d\u00e9rales couvrant jusqu\u2019\u00e0 60% des co\u00fbts d\u2019investissements du sous-sol. Pour augmenter les chances de succ\u00e8s des projets de g\u00e9othermie, la Conf\u00e9d\u00e9ration vise une phase de prospection de qualit\u00e9 avant d\u2019initier une phase de mise en valeur \u00e0 des fins de production. Elle a donc renforc\u00e9 son soutien en 2021 et de nouveau en 2023 en \u00e9largissant les co\u00fbts \u00e9ligibles respectivement aux forages de prospection et aux \u00e9tudes de planification et \u00e0 la gestion des projets. L\u2019impact de ces mesures fera l\u2019objet d\u2019un monitoring dans le cadre de l\u2019analyse de l\u2019efficacit\u00e9 des subventions. Dans le cadre de la mise en \u0153uvre de la motion\u00a020.4063<\/span><\/a>\u00a0sera examin\u00e9e la possibilit\u00e9 d\u2019une base juridique commune pour toutes les utilisations du sous-sol qui concernent la strat\u00e9gie \u00e9nerg\u00e9tique et climatique. Une proc\u00e9dure de demande uniforme pour les projets de g\u00e9othermie n’est pas encore possible \u00e0 l’heure actuelle car les subventions proviennent de bases l\u00e9gales et donc de sources de financement diff\u00e9rentes en fonction de l’utilisation pour la production de chaleur ou d\u2019\u00e9lectricit\u00e9. Il n’est pas possible d’utiliser les fonds \u00e0 des fins non sectorielles.<\/p>\n

6. Les subventions pour l\u2019utilisation directe de la g\u00e9othermie pour la production de chaleur et celles pour la production d\u2019\u00e9lectricit\u00e9 \u00e9tant similaires en tout point, les proc\u00e9dures de demande de subvention sont semblables et d\u00e9crites dans les ordonnances concern\u00e9es. Les formulaires de demande et autres aides au remplissage sont disponibles sur le site de l\u2019administration, laquelle reste disponible pour toute explication compl\u00e9mentaire. L\u2019administration f\u00e9d\u00e9rale met \u00e0 jour r\u00e9guli\u00e8rement ces documents.<\/p>\n

7. Toutes les utilisations de la g\u00e9othermie sont \u00e9nerg\u00e9tiquement int\u00e9ressantes, mais toutes ne n\u00e9cessitent pas un soutien direct de la Conf\u00e9d\u00e9ration. Les subventions f\u00e9d\u00e9rales sont utilis\u00e9es pour soutenir l\u2019utilisation directe de la g\u00e9othermie pour la production de chaleur (art. 34, al.\u00a02, loi sur le CO2\u00a0; RS 641.71) et d\u2019\u00e9lectricit\u00e9 (art. 27b et 33, loi sur l\u2019\u00e9nergie\u00a0; RS 730.0). La Conf\u00e9d\u00e9ration entre en mati\u00e8re pour mitiger les risques g\u00e9ologiques et donc assurer l\u2019exploitation du potentiel d\u2019utilisation directe de la g\u00e9othermie profonde. A contrario, l\u2019utilisation indirecte (avec pompe \u00e0 chaleur) de cette ressource pr\u00e9sente des risques g\u00e9ologiques beaucoup moins graves. De plus, c\u2019est une activit\u00e9 entrepreneuriale \u00e0 moindre risque financier car les forages sont moins profonds et donc moins co\u00fbteux. L’utilisation indirecte ne s’inscrit donc pas dans le cadre de soutien selon art. 34, al.\u00a02, loi sur le CO2. On notera toutefois les effets collat\u00e9raux positifs des subventions existantes\u00a0: tout projet de prospection permet de caract\u00e9riser le sous-sol pour diverses utilisations, directes mais \u00e9galement indirectes.<\/p>\n

8. Les m\u00e9thodes de prospection \u00e0 mettre en \u0153uvre et leurs param\u00e9trages diff\u00e8rent selon la profondeur de la ressource recherch\u00e9e. Il est donc essentiel de savoir quelle utilisation est pr\u00e9vue pour concevoir le programme des travaux le plus adapt\u00e9 \u00e0 la recherche des ressources g\u00e9othermales ad\u00e9quates. La d\u00e9finition claire des objectifs d\u2019utilisation de la ressource g\u00e9othermale permet \u00e9galement une meilleure planification financi\u00e8re des investissements \u00e0 consentir, les mod\u00e8les d\u2019affaire \u00e9tant diff\u00e9rents selon l\u2019utilisation, notamment \u00e0 cause des investissements \u00e0 consentir pour les infrastructures de valorisation en surface pour les projets de chaleur.<\/p>\n
