Une garantie de risque est n\u00e9cessaire.<\/strong><!--more--><\/p>\n<p>La table ronde peut \u00eatre \u00e9cout\u00e9e dans la vid\u00e9o suivante. Un r\u00e9sum\u00e9 est disponible ci-dessous.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/player.vimeo.com\/video\/759942868?h=2cccaaa07c\" width=\"640\" height=\"564\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>En Suisse, l&rsquo;installation g\u00e9othermique de Riehen pr\u00e8s de B\u00e2le fournit depuis 28 ans de la chaleur en continu pour le r\u00e9seau de chauffage urbain et permet d&rsquo;\u00e9conomiser des millions de litres de mazout. Lors de la table ronde, la conseill\u00e8re nationale <strong>Katja Christ<\/strong> s&rsquo;est demand\u00e9e pourquoi il n&rsquo;y avait pas plus d&rsquo;installations de ce type en Suisse. Elle habite \u00e0 Riehen et est chauff\u00e9e par la g\u00e9othermie. Elle ne comprend pas pourquoi, dans le contexte actuel, le Conseil F\u00e9d\u00e9ral propose de refuser son postulat demandant une feuille de route pour la chaleur g\u00e9othermique.<\/p>\n<p><strong>Gianni Operto<\/strong> (aeesuisse) a fait remarquer que la g\u00e9othermie \u00e9tait peu connu des d\u00e9cideurs politiques. La g\u00e9othermie est dans le mix \u00e9nerg\u00e9tique comme le gros intestin dans le corps : personne ne parle de cet organe essentiel, sauf s&rsquo;il cause des probl\u00e8mes.<\/p>\n<p>Il a demand\u00e9 \u00e0 <strong>Ulrich Nyffenegger<\/strong> (canton de Berne) pourquoi et comment, dans le canton de Vaud et dans d&rsquo;autres cantons romands, la g\u00e9othermie, source d&rsquo;\u00e9nergie essentielle, a \u00e9t\u00e9 davantage int\u00e9gr\u00e9e dans les strat\u00e9gies \u00e9nerg\u00e9tiques que dans les cantons al\u00e9maniques. Les bases l\u00e9gales existent dans le canton de Berne, a expliqu\u00e9 ce dernier. Les premi\u00e8res \u00e9tapes de deux projets sont en cours : le projet de chaleur \u00e0 Macolin et le stockage g\u00e9ologique \u00e0 Berne. Les conditions-cadres l\u00e9gales ne suffisent pas \u00e0 elles seules. Nyffenegger a fait remarquer qu&rsquo;en Suisse romande, on a probablement d\u00e9lib\u00e9r\u00e9ment donn\u00e9 plus d&rsquo;importance politique \u00e0 la g\u00e9othermie.<\/p>\n<p>A la question de savoir ce qu&rsquo;il faut pour que la g\u00e9othermie soit rentable, <strong>Pascal Abbet<\/strong> (Groupe E) a expliqu\u00e9 comment les m\u00e9canismes de soutien de la Conf\u00e9d\u00e9ration contribuent \u00e0 hauteur de 60% \u00e0 rendre le prix de la chaleur comp\u00e9titif par rapport \u00e0 d&rsquo;autres sources de chaleur dans la phase actuelle de d\u00e9veloppement du march\u00e9 de la g\u00e9othermie. Cependant, il reste le risque g\u00e9ologique qui n&rsquo;est pas couvert et qui emp\u00eache le d\u00e9veloppement de projets g\u00e9othermiques, comme il l&rsquo;a expliqu\u00e9 avec l&rsquo;exemple du canton de Fribourg. Le projet est pr\u00eat, mais les investissements priv\u00e9s n\u00e9cessaires ne viendront pas sans une garantie de ce risque naturel.<\/p>\n<p><strong>Patrick Voegeli<\/strong> (Eaposys) a mentionn\u00e9 trois facteurs \u00e0 am\u00e9liorer pour un financement priv\u00e9 de la g\u00e9othermie : la couverture du risque d&rsquo;abord. Les investisseurs traditionnels, comme les caisses de pension et les banques, n&rsquo;investissent que si un retour sur investissement s\u00fbr est garanti. En cons\u00e9quence, le risque doit \u00eatre couvert d&rsquo;une autre mani\u00e8re, comme par exemple en France avec le fonds de risque. Deuxi\u00e8mement, la g\u00e9othermie n\u2019est pas assez connue, trop peu de personnes connaissent les possibilit\u00e9s et le potentiel. Enfin, la cr\u00e9dibilit\u00e9 est trop faible avec trop peu d&rsquo;installations en fonctionnement en Suisse. Pour financer la g\u00e9othermie avec des fonds priv\u00e9s, il faut une preuve de concept que nous n&rsquo;avons pas encore en Suisse, les installations \u00e0 l&rsquo;\u00e9tranger ne suffisent pas. Des efforts et une communication sont encore n\u00e9cessaires pour am\u00e9liorer la r\u00e9putation et l&rsquo;acceptation de la g\u00e9othermie, qui est actuellement en dessous de sa valeur r\u00e9elle. Pour cela, il faut que les politiciens et les autorit\u00e9s aient le courage de dire que la g\u00e9othermie est indispensable \u00e0 la fourniture d&rsquo;\u00e9nergie future, a ajout\u00e9 Pascal Abbet, et qu&rsquo;ils soutiennent les projets en communiquant aupr\u00e8s du public lorsque des \u00e9missions sont g\u00e9n\u00e9r\u00e9es pendant les travaux. Cela a \u00e9t\u00e9 exemplaire, par exemple, dans le cadre des campagnes sismiques et des forages de reconnaissance \u00e0 Gen\u00e8ve. Dans le cadre de la conf\u00e9rence des directeurs de l&rsquo;\u00e9nergie ainsi que dans les demandes politiques qu&rsquo;il voit, la g\u00e9othermie est peu \u00e0 l&rsquo;ordre du jour politique, a confirm\u00e9 Nyffenegger.<\/p>\n<p>Le conseiller national <strong>Bastien Girod<\/strong> a estim\u00e9 que la p\u00e9riode actuelle, avec la crise du gaz, est favorable \u00e0 la g\u00e9othermie. Le secteur de la g\u00e9othermie doit d\u00e9lib\u00e9r\u00e9ment prendre un nouveau d\u00e9part, communiquer les avantages par rapport aux alternatives, montrer des exemples positifs, avec des sondes, avec le stockage, avec des installations hydrothermales, et poser des exigences claires \u00e0 la politique. Le d\u00e9cret d&rsquo;application de la loi sur l&rsquo;\u00e9nergie est en cours de discussion et des interventions politiques telles que des postulats, des motions et des initiatives parlementaires sont d\u00e9pos\u00e9es en rapport avec l&rsquo;\u00e9nergie.
