{"id":16992,"date":"2021-06-23T08:11:43","date_gmt":"2021-06-23T06:11:43","guid":{"rendered":"https:\/\/geothermie-schweiz.ch\/?p=16992"},"modified":"2021-06-23T16:22:11","modified_gmt":"2021-06-23T14:22:11","slug":"lencouragement-continue-oui-a-lexploration-du-sous-sol","status":"publish","type":"post","link":"https:\/\/geothermie-schweiz.ch\/fr\/lencouragement-continue-oui-a-lexploration-du-sous-sol\/","title":{"rendered":"Le soutien\u00a0financier continue &#8211; oui \u00e0 l\u2019exploration du sous-sol"},"content":{"rendered":"<p><strong>Suite au \u00abnon\u00bb du Souverain concernant la loi sur le CO<sub>2, <\/sub>la g\u00e9othermie dispose toujours d\u2019un maximum de 30 millions de francs par an pour des projets thermiques.<\/strong> <strong>Et\u00a0\u00e0 une nette majorit\u00e9, le Parlement a donn\u00e9 mandat au Conseil f\u00e9d\u00e9ral d\u2019explorer le sous-sol plus profond de la Suisse.<\/strong><!--more--><\/p>\n<p>Le 13 juin 2021, le Souverain a rejet\u00e9 la loi sur le CO<sub>2<\/sub> par 51,6 pourcent. C\u2019est un revers sur la voie d\u2019une Suisse climatiquement neutre. \u00c0 partir de 2050, la Suisse ne devrait plus \u00e9mettre de gaz \u00e0 effet de serre. Afin d\u2019atteindre cet objectif, il faudra d\u00e9sormais fournir encore plus d\u2019efforts.<\/p>\n<p><a href=\"https:\/\/geothermie-schweiz.ch\/wp_live\/wp-content\/uploads\/2021\/06\/bundeshaus_01-fd15876c.jpg\" rel=\"lightbox-0\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-16983\" src=\"https:\/\/geothermie-schweiz.ch\/wp_live\/wp-content\/uploads\/2021\/06\/bundeshaus_01-fd15876c-1024x576.jpg\" alt=\"\" width=\"900\" height=\"506\" \/><\/a><\/p>\n<p>La g\u00e9othermie a de bonnes conditions-cadre pour contribuer grandement \u00e0 la r\u00e9alisation de cet objectif. \u00c9tant donn\u00e9 que la loi actuelle sur le CO<sub>2<\/sub> reste en vigueur, un maximum de 30 millions de francs par an reste disponible pour l\u2019utilisation directe de la g\u00e9othermie pour la production de chaleur. La loi ne pr\u00e9voit pas de limitation dans le temps. Cependant, la pression sur la g\u00e9othermie devrait augmenter. \u00c9tant donn\u00e9 que le fonds d\u2019encouragement d\u2019environ 1 milliard de francs de la loi sur le CO<sub>2<\/sub>, qui vient d\u2019\u00eatre rejet\u00e9e, n\u2019est pas disponible, les conflits de r\u00e9partition entre les diff\u00e9rentes technologies devraient s\u2019intensifier. La meilleure fa\u00e7on de d\u00e9fendre les 30 millions de francs est de soumettre un grand nombre de nouveaux projets, afin de susciter la compr\u00e9hension n\u00e9cessaire des politiciennes et politiciens et de leur montrer que la g\u00e9othermie fonctionne.<\/p>\n<p><strong>Le sous-sol sera explor\u00e9<br \/>\n<\/strong>Une meilleure compr\u00e9hension est \u00e9galement n\u00e9cessaire en ce qui concerne le sous-sol. Apr\u00e8s le Conseil national, le 15 juin 2021, le Conseil des \u00c9tats a \u00e9galement adopt\u00e9 une motion du groupe PLR pour l\u2019exploration du sous-sol local. La d\u00e9cision a \u00e9t\u00e9 prise par 26 voix contre 14 et une abstention. G\u00e9othermie-Suisse a largement contribu\u00e9 \u00e0 la cr\u00e9ation de la motion et \u00e0 l\u2019adoption.<\/p>\n<p>Le Conseil f\u00e9d\u00e9ral doit maintenant \u00e9laborer un programme d\u2019exploration du sous-sol \u00e0 l\u2019\u00e9chelle nationale. L\u2019objectif est d\u2019am\u00e9liorer les connaissances insuffisantes du sous-sol et de fournir des donn\u00e9es aussi pr\u00e9cises que possible. Cela profitera \u00e0 la g\u00e9othermie, au stockage de l\u2019\u00e9nergie et du CO<sub>2 <\/sub>ou encore aux projets d\u2019infrastructure.<\/p>\n<p>Le projet est ambitieux. Il est peu probable, que ce projet complexe progresse aussi rapidement que la branche de la g\u00e9othermie l\u2019esp\u00e8re. Comme l\u2019a expliqu\u00e9 Simonetta Sommaruga, conseill\u00e8re f\u00e9d\u00e9rale, au Conseil des \u00c9tats, les questions juridiques, les questions de financement et les questions de comp\u00e9tences doivent \u00eatre abord\u00e9es en premier en collaboration avec les cantons.<\/p>\n<p>\u00c0 cette fin, la ministre de l\u2019\u00e9nergie a l\u2019intention de soumettre une note de discussion au Conseil f\u00e9d\u00e9ral. Le Parlement aura \u00e9galement son mot \u00e0 dire. Mais pour Mme Sommaruga, une chose est claire : \u00abNous devons conna\u00eetre ce sous-sol.
