Une d\u00e9cision du Conseil des Etats menace toutefois de stopper cette nouvelle dynamique. Il appartient d\u00e9sormais au Conseil national d\u2019apporter une correction.<\/strong><!--more--><\/p>\n<p>L\u2019actuelle Loi sur le CO<sub>2 <\/sub>r\u00e9serve au maximum 30 millions de francs par an \u00e0 l\u2019utilisation directe de la g\u00e9othermie pour la production de chaleur. Introduit en 2018, cet encouragement a d\u00e9clench\u00e9 une dynamique: l\u2019Office f\u00e9d\u00e9ral de l\u2019\u00e9nergie (OFEN) a ainsi d\u00e9j\u00e0 soutenu trois projets, et sept autres demandes ont \u00e9t\u00e9 d\u00e9pos\u00e9es. Entre cinq et onze projets sont aussi en pr\u00e9paration. Compte tenu des temps de pr\u00e9paration importants pour les projets g\u00e9othermiques, cela constitue un nombre extr\u00eamement \u00e9lev\u00e9 dans ce bref laps de temps. Il s\u2019agit ici exclusivement de projets \u00e0 moyenne profondeur, soit entre 1,5\u00a0et 3 kilom\u00e8tres.<\/p>\n<p>Pourtant, cette dynamique menace d\u2019\u00eatre stopp\u00e9e. En effet, \u00e0 l\u2019automne 2019, dans le cadre de la r\u00e9vision totale de la Loi sur le CO<sub>2<\/sub>, le Conseil des Etats a int\u00e9gr\u00e9 spontan\u00e9ment dans un nouvel article global les moyens r\u00e9serv\u00e9s \u00e0 la g\u00e9othermie. En dehors de la g\u00e9othermie, les mesures suivantes doivent \u00eatre soutenues:<\/p>\n<ul>\n<li>planifications \u00e9nerg\u00e9tiques territoriales cantonales, communales et supracommunales,<\/li>\n<li>remplacement des chauffages \u00e0 combustibles fossiles,<\/li>\n<li>construction et extension de r\u00e9seaux thermiques,<\/li>\n<li>modernisations de b\u00e2timents respectueuses du climat,<\/li>\n<li>infrastructures de recharge dans les b\u00e2timents multipartites,<\/li>\n<li>installations servant \u00e0 produire des gaz renouvelables et \u00e0 les injecter dans le r\u00e9seau gazier suisse.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/geothermie-schweiz.ch\/wp_live\/wp-content\/uploads\/2019\/12\/nr-saal.jpg\" rel=\"lightbox-0\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-13291\" src=\"https:\/\/geothermie-schweiz.ch\/wp_live\/wp-content\/uploads\/2019\/12\/nr-saal-300x189.jpg\" alt=\"\" width=\"450\" height=\"283\" \/><\/a>Pour ce \u00abpaquet global\u00bb, le Conseil des Etats veut certes engager 60 millions de francs, mais la g\u00e9othermie y perd. Il n\u2019est ainsi <em>plus<\/em> tenu compte de la sp\u00e9cificit\u00e9 des projets g\u00e9othermiques (risque encouru en termes d\u2019exploitabilit\u00e9, temps de pr\u00e9paration plus longs que pour d\u2019autres technologies \u00e9nerg\u00e9tiques). Cela signifie que les millions seront d\u00e9j\u00e0 octroy\u00e9s avant qu\u2019un projet g\u00e9othermique puisse les solliciter.<\/p>\n<p>Il est imp\u00e9ratif que le Conseil national rectifie le catalogue de souhaits du Conseil des Etats. G\u00e9othermie-Suisse demande que 30 millions de francs soient ainsi consacr\u00e9s comme jusqu\u2019\u00e0 pr\u00e9sent \u00e0 la g\u00e9othermie. L\u2019association est intervenue aupr\u00e8s de la Commission pr\u00e9consultative de l\u2019environnement, de l\u2019am\u00e9nagement du territoire et de l\u2019\u00e9nergie du Conseil national (CEATE-N). \u00c0\u00a0l\u2019heure actuelle de la planification, le Conseil national doit d\u00e9cider lors de sa session au printemps 2020.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Actuellement, des projets d\u2019utilisation directe de la g\u00e9othermie pour la production de chaleur peuvent \u00eatre soutenus \u00e0 hauteur de 30 millions de francs, ce qui a anim\u00e9 le march\u00e9.
