L\u2019utilisation du sous-sol en Suisse rev\u00eat de plus en plus d\u2019importance, et pas seulement pour la g\u00e9othermie. Les investissements sont \u00e9lev\u00e9s et, en m\u00eame temps, il existe toujours des lacunes consid\u00e9rables dans la connaissance du sous-sol g\u00e9ologique. Une motion de Karl Vogler, conseiller national PDC, vise \u00e0 combler ce manque de connaissances. <\/span><\/b>La motion 19.4059 intitul\u00e9e \u00abGarantir les investissements dans le sous-sol gr\u00e2ce au num\u00e9rique\u00bb a \u00e9t\u00e9 d\u00e9pos\u00e9e aupr\u00e8s du Conseil national le 18 septembre 2019 et cosign\u00e9e par les membres des groupes parlementaires de tous les grands partis.<\/span><\/b><\/p>\n

\"\"<\/a>\u00abCela est un pas dans la bonne direction\u00bb selon Olivier Lateltin de l\u2019Office f\u00e9d\u00e9ral de topographie et membre du Comit\u00e9 de G\u00e9othermie-Suisse. Si le Conseil f\u00e9d\u00e9ral \u00e9tablit et met en oeuvre le plan d\u2019action requis, une base importante pour les d\u00e9cideurs sera cr\u00e9\u00e9e avec la num\u00e9risation du sous-sol. \u00abPlus nous en savons sur le sous-sol, plus nous sommes en mesure de prendre les bonnes d\u00e9cisions. Ainsi, nous minimisons les frais et risques, et cela est b\u00e9n\u00e9fique pour chaque projet concernant le sous-sol\u00bb selon O. Lateltin.<\/p>\n

\n<\/em>Le Conseil f\u00e9d\u00e9ral est charg\u00e9 d’\u00e9laborer un plan d’action \u00abNum\u00e9risation du sous-sol g\u00e9ologique\u00bb en vue d’assurer les investissements dans les infrastructures souterraines, dans l’extraction de g\u00e9oressources et dans le stockage de d\u00e9chets.<\/p>\n

D\u00e9veloppement
\n<\/em>L’utilisation du sous-sol gagne en importance en Suisse, notamment parce qu’il y a lieu de concilier urbanisation et protection des paysages ruraux. Les infrastructures souterraines (constructions, r\u00e9seaux, mobilit\u00e9), l’extraction de g\u00e9oressources (\u00e9nergie, eau, mati\u00e8res premi\u00e8res min\u00e9rales) et le d\u00e9p\u00f4t de d\u00e9chets (stockage de CO2 et de d\u00e9chets radioactifs) sont appel\u00e9s \u00e0 jouer un r\u00f4le crucial \u00e0 cet \u00e9gard. Les activit\u00e9s d\u00e9ploy\u00e9es dans ce domaine en Suisse g\u00e9n\u00e8rent chaque ann\u00e9e des investissements de plus de 10 milliards de francs.<\/p>\n

Afin de r\u00e9duire les risques pour les investissements de ce type, il convient de combler certaines lacunes dans nos connaissances du sous-sol g\u00e9ologique. L’existence d’informations g\u00e9ologiques sous forme num\u00e9rique et l’acc\u00e8s \u00e0 ces donn\u00e9es sont d’une grande importance pour la planification et la r\u00e9alisation de projets dans le sous-sol. Un important retard doit \u00eatre combl\u00e9 dans ce domaine en Suisse, mais cela profitera \u00e0 l’\u00e9conomie, aux cantons et \u00e0 la Conf\u00e9d\u00e9ration.<\/p>\n

Il convient de rappeler par ailleurs que les infrastructures (y compris celles qui seront souterraines) seront d\u00e9sormais enti\u00e8rement mod\u00e9lis\u00e9es au moyen du BIM (\u00ab\u00a0building information modeling\u00a0\u00bb) et que des informations g\u00e9ologiques devront \u00eatre disponibles \u00e0 cet effet sous forme num\u00e9rique. Pour d’autres types de projets (dans les domaines par exemple des mati\u00e8res premi\u00e8res, des infrastructures de transport ou de la g\u00e9othermie), il est n\u00e9cessaire de disposer d’informations g\u00e9ologiques structur\u00e9es et num\u00e9ris\u00e9es d\u00e8s la phase de planification. L’absence de telles informations ou l’impossibilit\u00e9 d’y acc\u00e9der de mani\u00e8re centralis\u00e9e occasionne d’importants co\u00fbts, que ce soit en lien avec la collecte, la pr\u00e9paration et la remise des donn\u00e9es n\u00e9cessaires ou pour la ma\u00eetrise des \u00e9v\u00e9nements en cas de dommages.<\/p>\n

Afin d’am\u00e9liorer cette situation, je charge le Conseil d’\u00e9laborer un plan d’action \u00a0\u00bb Num\u00e9risation du sous-sol g\u00e9ologique \u00a0\u00bb visant \u00e0 assurer les investissements futurs dans les infrastructures souterraines, l’extraction de g\u00e9oressources et le stockage de d\u00e9chets. Lors de la mise en oeuvre dudit plan, le Conseil f\u00e9d\u00e9ral mettra \u00e0 la disposition de l’office comp\u00e9tent (swisstopo) et des autres offices et services concern\u00e9s les moyens financiers et les ressources en personnel n\u00e9cessaires.<\/p>\n
