Le canton de Vaud se fixe des objectifs ambitieux: jusqu\u2019en 2035, un tiers du besoin \u00e9nerg\u00e9tique cantonal doit \u00eatre couvert par des \u00e9nergies renouvelables, voire m\u00eame la moiti\u00e9 jusqu\u2019en 2050. Afin d\u2019atteindre ces objectifs, le gouvernement vaudois mise \u00e9galement sur le d\u00e9veloppement de la g\u00e9othermie.\u00a0 <\/strong>Une vingtaine de centrales g\u00e9othermiques doivent ainsi \u00eatre r\u00e9alis\u00e9es sur le territoire cantonal d\u2019ici 2050. Une nouvelle Loi cantonale sur l\u2019exploitation des ressources naturelles du sous-sol rend ce d\u00e9veloppement possible.<\/strong><\/p>\n

Deux des 20 projets vis\u00e9s sont d\u00e9j\u00e0 en bonne voie. L\u2019Office f\u00e9d\u00e9ral de l’\u00e9nergie (OFEN) a r\u00e9cemment approuv\u00e9 les premi\u00e8res subventions pour l\u2019exploitation directe de la g\u00e9othermie: les projets \u00abEnerge\u00d4\u00bb \u00e0 Vinzel (chaleur, 14,4 millions de fr.), ainsi que \u00abAGEPP\u00bb \u00e0 Lavey-les-Bains (chaleur et \u00e9lectricit\u00e9, 12 millions de fr.). Les subventions pour le premier projet proviennent du fonds d\u2019encouragement de la Loi sur le CO2<\/sub>, celles pour le deuxi\u00e8me projet ont \u00e9t\u00e9 assur\u00e9es dans le cadre de la Loi sur l\u2019\u00e9nergie.<\/p>\n

Saisie syst\u00e9matique du sous-sol dans le canton
\n<\/strong>Par le biais d\u2019un nouvel outil, le canton a saisi quelle temp\u00e9rature pr\u00e9domine \u00e0 quelle profondeur et a li\u00e9 ces informations avec le besoin en chaleur \u00e0 la surface. La publication du \u00abcadastre de g\u00e9othermie profonde\u00bb montre le fort potentiel dans le canton de Vaud. Vu les donn\u00e9es g\u00e9ologiques disponibles, l\u2019outil se limite \u00e0 l\u2019heure actuelle au Plateau vaudois, mais doit prochainement \u00eatre \u00e9tendu aux autres r\u00e9gions.<\/p>\n

Cr\u00e9er des conditions-cadre favorables
\n<\/strong>Le canton de Vaud est \u00e9galement actif au niveau juridique: la Loi cantonale sur les ressources naturelles du sous-sol (LRNSS) est entr\u00e9e en vigueur au 1re<\/sup> avril de cette ann\u00e9e. Celle-ci contient d\u00e9j\u00e0 plusieurs mesures pour l\u2019encouragement de la g\u00e9othermie profonde. Il y est fix\u00e9 explicitement qu\u2019aucune redevance ne doit \u00eatre vers\u00e9e pour l\u2019exploitation de la g\u00e9othermie en tant que ressource et que le droit d\u2019exploitation acquis est exclusif. Cela signifie que des investisseurs et responsables de projets re\u00e7oivent des garanties et une s\u00e9curit\u00e9 de planification pour leurs projets.<\/p>\n

Le canton de Vaud a cr\u00e9\u00e9 des conditions-cadres favorables pour la g\u00e9othermie profonde et souhaite la r\u00e9alisation de 20 centrales g\u00e9othermiques d\u2019ici 2050 dans le canton. D\u2019o\u00f9 provient ce chiffre 20? <\/strong>
\n<\/em>Le potentiel g\u00e9othermique valorisable de notre canton est estim\u00e9 \u00e0 une soixantaine de centrales. Nous avons fix\u00e9 l\u2019objectif \u00e0 20 centrales car il nous para\u00eet r\u00e9alisable: cela repr\u00e9sente la mise en service d\u2019une installation tous les 18 mois, soit \u00e0 un rythme \u00e9lev\u00e9, dont l\u2019ensemble pourrait couvrir les besoins en chaleur de 20’000 m\u00e9nages. Il est important de fixer un objectif r\u00e9aliste et de le revoir \u00e0 la hausse si les conditions \u00e9voluent favorablement.<\/p>\n

De quelle mani\u00e8re est-ce que le canton interpr\u00e8te son r\u00f4le dans les ann\u00e9es \u2013 voir d\u00e9cennies \u2013 \u00e0 suivre, afin de faciliter l\u2019atteinte de cet objectif?<\/strong>
\n<\/em>La nouvelle loi cantonale sur les ressources naturelles du sous-sol, entr\u00e9e en vigueur le 1re<\/sup> avril dernier, encourage et encadre la prospection g\u00e9ologique, tout en pr\u00e9voyant une exploitation libre de redevance et l\u2019exclusivit\u00e9 territoriale.\u00a0 Le r\u00f4le de l\u2019Etat est d\u2019accompagner les porteurs de projets et d\u2019assurer une exploitation de la ressource rationnelle, durable et respectueuse de l\u2019environnement.<\/p>\n

Quelles sont les mesures compl\u00e9mentaires pr\u00e9vues ou imaginables afin de faciliter la r\u00e9alisation de projets g\u00e9othermiques dans le canton?<\/strong>
\n<\/em>La chaleur des installations de g\u00e9othermie profonde est g\u00e9n\u00e9ralement valoris\u00e9e au travers d\u2019un r\u00e9seau de chauffage \u00e0 distance. Le Canton de Vaud veille d\u00e9j\u00e0 \u00e0 favoriser le d\u00e9veloppement de ces r\u00e9seaux. Il offre notamment des subventions pour les \u00e9tudes de faisabilit\u00e9, la cr\u00e9ation et l\u2019extension de telles installations.<\/p>\n

Avec les projets d\u2019Energe\u00d4 \u00e0 Vinzel ainsi d\u2019AGEPP \u00e0 Lavey-les-Bains, la g\u00e9othermie prend de la vitesse au canton de Vaud. Est-ce que ces projets ont un effet signal, est-ce que le d\u00e9veloppement se fera \u00abtout seul\u00bb maintenant?<\/strong>
\n<\/em>Ces deux projets donnent un signal fort au niveau cantonal, mais aussi national car ce sont les premiers en Suisse \u00e0 avoir obtenu une contribution financi\u00e8re de la Conf\u00e9d\u00e9ration selon la nouvelle loi. Tous deux ont \u00e9t\u00e9 lanc\u00e9s avant que toutes les conditions-cadres ne soient r\u00e9unies. Il faut donc f\u00e9liciter les porteurs de ces projets pour le choix entrepreneurial audacieux qu\u2019ils ont fait. Nous attendons prochainement plusieurs demandes de permis de recherche provenant de communes ou d\u2019entreprises priv\u00e9es. Les feux sont au vert, et le Canton accompagnera ces nouveaux projets pour favoriser leur d\u00e9veloppement.<\/p>\n

Le canton de Vaud \u2013 tout comme son canton voisin de Gen\u00e8ve \u2013 se place en avant en ce qui concerne la g\u00e9othermie en Suisse. Que fait-il \u00abmieux\u00bb, dans le sens o\u00f9 la g\u00e9othermie occupe un r\u00f4le important, que d\u2019autres cantons? D\u2019o\u00f9 sort la motivation de se placer devant?<\/strong>
\n<\/em>Notre canton s\u2019est engag\u00e9 dans la transition \u00e9nerg\u00e9tique depuis plusieurs ann\u00e9es, d\u00e9j\u00e0 bien avant que les Suisses, et les Vaudois en particulier avec plus de 73% de oui, n\u2019acceptent la Strat\u00e9gie \u00e9nerg\u00e9tique 2050 de la Conf\u00e9d\u00e9ration. La g\u00e9othermie profonde doit contribuer \u00e0 cette transition indispensable pour lutter contre le r\u00e9chauffement climatique et assurer la meilleure qualit\u00e9 de vie possible aux g\u00e9n\u00e9rations futures. La diversit\u00e9 g\u00e9ologique vaudoise offre un important potentiel g\u00e9othermique, c\u2019est une opportunit\u00e9 que nous devons saisir.<\/p>\n

Est-ce que le canton de Vaud va s\u2019engager activement dans la Conf\u00e9rence des directeurs cantonaux de l\u2019\u00e9nergie dans le domaine de la g\u00e9othermie, afin de figurer comme \u00abmod\u00e8le\u00bb, pourquoi pas, pour les cantons suisse-al\u00e9maniques?<\/strong>
\n<\/em>Nous concentrons nos efforts sur le d\u00e9veloppement de la g\u00e9othermie sur l\u2019ensemble de territoire vaudois, en collaborant avec les Cantons voisins lorsque cela est n\u00e9cessaire. Si l\u2019engagement du Canton de Vaud dans ce domaine permet l\u2019essor de nouveaux projets dans le reste de la Suisse, nous ne pourrons que nous en r\u00e9jouir.<\/p>\n
