La r\u00e9duction des risques financiers est toutefois d\u00e9terminante pour faire avancer le d\u00e9veloppement de projets g\u00e9othermiques.<\/strong>\u00a0<!--more--><strong>L\u2019Union Europ\u00e9enne (UE) encourage donc le projet GEORISK coordonn\u00e9 par le congr\u00e8s EGEC \u00e0 l\u2019horizon 2020. Au total, 15 partenaires issus de sept pays y participent. Au plan suisse, ce sont l\u2019Office f\u00e9d\u00e9ral de l\u2019\u00e9nergie (OFEN) et G\u00e9othermie-Suisse. Les\u00a0travaux relatifs \u00e0 GEORISK ont commenc\u00e9 d\u00e9but octobre 2018.<br \/>\n<\/strong><\/p>\n<p>Jusqu\u2019au premier forage d\u2019un projet g\u00e9othermique, les initiateurs ne peuvent pas \u00eatre s\u00fbrs que les conditions requises (temp\u00e9rature et d\u00e9bits) du sous-sol profond seront r\u00e9unies et suffisantes pour satisfaire au projet pr\u00e9vu. En particulier, les forages n\u00e9cessitant un capital important sont li\u00e9s \u00e0 des risques financiers \u00e9lev\u00e9s. Ce n\u2019est qu\u2019apr\u00e8s le premier forage, et l\u2019am\u00e9lioration des connaissances, que ledit risque li\u00e9 aux ressources diminue et rend possible l\u2019acquisition de capitaux de tiers.<\/p>\n<div id=\"attachment_10277\" style=\"width: 890px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-10277\" class=\"wp-image-10277 size-full\" src=\"https:\/\/geothermie-schweiz.ch\/wp_live\/wp-content\/uploads\/2018\/12\/Georisk_Abb-1.png\" alt=\"Das finanzielle Risiko eines geothermischen Projektes gegen\u00fcber den kumulierten Projektkosten. (Source: ESMAP).<\/p><\/div>\n<p>Le but final du projet GEORISK est de d\u00e9velopper des mesures financi\u00e8res pour le cas o\u00f9 la ressource g\u00e9othermique obtenue par forage ne correspond pas aux param\u00e8res \u00e9conomiques requis. Afin de r\u00e9duire les cons\u00e9quences financi\u00e8res de ce risque en termes de ressources pour le d\u00e9veloppeur du projet, ce risque doit \u00eatre r\u00e9parti, afin que les initiateurs du projet ne doivent plus supporter l\u2019int\u00e9gralit\u00e9 du risque, mais seulement une part acceptable. Ce type de financement destin\u00e9 \u00e0 r\u00e9duire le risque a \u00e9t\u00e9 \u00e9tabli dans cinq pays d\u2019Europe, dont la Suisse (garantie pour risques, contributions \u00e0 la recherche). Dans des pays o\u00f9 l\u2019on compte peu de projets g\u00e9othermiques, des aides de l\u2019Etat sont indispensables (fig. 2). Lorsque la maturit\u00e9 du march\u00e9 de la g\u00e9othermie s\u2019accro\u00eet dans un pays, les aides financi\u00e8res \u00e0 la recherche et au raccordement de ressources g\u00e9othermiques peuvent \u00eatre remplac\u00e9es petit \u00e0 petit par des syst\u00e8mes d\u2019assurance \u00e9tatiques. Le but final est de faire couvrir les risques financiers par des assureurs priv\u00e9s. Actuellement, la Suisse conna\u00eet une p\u00e9riode transitoire, et il peut \u00eatre accord\u00e9 des contributions \u00e0 la recherche ou une garantie de l\u2019Etat en termes de risques. En Allemagne, en revanche, le risque peut, par exemple, \u00eatre d\u00e9j\u00e0 couvert au plan priv\u00e9, car la maturit\u00e9 du march\u00e9 a d\u00e9j\u00e0 \u00e9t\u00e9 atteinte. Le projet GEORISK soutient la mise en place de syst\u00e8mes d\u2019assurance dans des pays s\u00e9lectionn\u00e9s et la transition vers des syst\u00e8mes d\u2019assurance semi-publics ou enti\u00e8rement publics est envisag\u00e9e avec les autorit\u00e9s. Dans ce contexte, le projet GEORISK vise \u00e0 impliquer davantage d\u2019acteurs financiers tels que des soci\u00e9t\u00e9s de r\u00e9assurance dans le march\u00e9 de la g\u00e9othermie. Enfin, le but est de cr\u00e9er aussi des march\u00e9s durables en mati\u00e8re de g\u00e9othermie avec une securit\u00e9 d\u2019investissement \u00e0 long terme, afin de soutenir le d\u00e9veloppement de projets g\u00e9othermiques \u00e0 grande profondeur en Europe, mais aussi dans le monde entier.<\/p>\n<p>Un \u00e9l\u00e9ment important du projet GEORISK est de b\u00e2tir un pont entre les divers acteurs de la g\u00e9othermie, \u00e0 savoir a) les politiciens et les organes d\u00e9cisionnels des autorit\u00e9s europ\u00e9ennes, nationales, r\u00e9gionales et de pays tiers; b) les organismes financiers, publics et priv\u00e9s; c) les m\u00e9dias et la presse ainsi que d)\u00a0la client\u00e8le du domaine \u00e9nerg\u00e9tique.<\/p>\n<p>Hormis les deux partenaires suisses du projet que sont l\u2019Office f\u00e9d\u00e9ral de l\u2019\u00e9nergie et G\u00e9othermie-Suisse, le projet est soutenu par la R\u00e9publique et canton de Gen\u00e8ve.
