Tous ces instruments sont \u00e0 dur\u00e9e d\u00e9termin\u00e9e et ne seront bient\u00f4t plus \u00e0 disposition.<\/strong><!--more--><strong>Par cons\u00e9quent, la CEATE du Conseil des Etats cherche de nouvelles voies pour promouvoir la g\u00e9othermie \u00e0 l\u2019avenir.<\/strong><\/p>\n<p>En comparaison avec l\u2019\u00e9tranger, le sous-sol de la Suisse est toujours v\u00e9ritablement inconnu. Afin de compenser cette incertitude, la Conf\u00e9d\u00e9ration soutient des projets g\u00e9othermiques au moyen de divers instruments. Ceux-ci sont surtout con\u00e7us pour des projets \u00e0 moyenne profondeur (500 \u00e0 3000 m) et \u00e0 grande profondeur (plus de 3000 m). Il s\u2019agit alors de clarifier si le sous-sol est appropri\u00e9 pour le projet pr\u00e9vu. Il faut \u00e9valuer des donn\u00e9es, explorer le sous-sol d\u2019un point de vue sismique ou proc\u00e9der \u00e0 des forages exp\u00e9rimentaux. Pour ces travaux, la Conf\u00e9d\u00e9ration prend en charge jusqu\u2019\u00e0 60 pourcent des co\u00fbts d\u2019investissement imputables au moyen desdites \u00abcontributions \u00e0 la recherche\u00bb. Par cet instrument, la Conf\u00e9d\u00e9ration veut d\u00e9charger les initiateurs de projets des risques d\u2019exploitabilit\u00e9.<\/p>\n<p>Si la premi\u00e8re exploration s\u2019av\u00e8re positive, il s\u2019ensuit lesdits forages de production. Ce sont des puits qui pourront servir ult\u00e9rieurement pour pomper et injecter de l\u2019eau. S\u2019ils n\u2019aboutissent pas, la Conf\u00e9d\u00e9ration prend en charge jusqu\u2019\u00e0 60 pourcent des co\u00fbts imputables \u00e0 titre de \u00abgarantie pour risques\u00bb.<\/p>\n<p>Les contributions \u00e0 la recherche et les garanties pour risques peuvent \u00eatre demand\u00e9es tant pour des projets g\u00e9othermiques de production d\u2019\u00e9lectricit\u00e9 que de production de chaleur. Le\u00a0soutien de la Conf\u00e9d\u00e9ration est financ\u00e9 par un suppl\u00e9ment sur le prix de l\u2019\u00e9lectricit\u00e9 et\/ou de la taxe sur le CO<sub>2<\/sub>.<\/p>\n<p><strong>Soutien \u00e9galement lors de l\u2018exploitation<br \/>\n<\/strong>Pour la production d\u2019\u00e9lectricit\u00e9, comme pour d\u2019autres \u00e9nergies renouvelables, la\u00a0Conf\u00e9d\u00e9ration soutient aussi l\u2019exploitation d\u2019installations g\u00e9othermiques par une \u00abr\u00e9tribution de l\u2019injection\u00bb. Celle-ci est toutefois \u00e0 dur\u00e9e d\u00e9termin\u00e9e. \u00c0 ce jour, pour des projets hydrothermaux (pompage de l\u2019eau chaude du sous-sol), et selon la taille de l\u2019installation, il est pr\u00e9vu une r\u00e9tribution de 22,7 \u00e0 40 centimes par kilowattheure. Pour des projets p\u00e9trothermaux (les roches chaudes sont fractur\u00e9es pour permettre la circulation d\u2019eau qui se r\u00e9chauffe), la r\u00e9tribution est comprise entre 30,2 et 47,5 centimes par kilowattheure. D\u00e9but 2019, les r\u00e9tributions seront de 29,2 \u00e0 46,5 ct.\/kWh pour des projets hydrothermaux et de 36,7 \u00e0 54 ct.\/kWh pour des projets p\u00e9trothermaux.<\/p>\n<p>D\u00e8s 2023, aucune nouvelle r\u00e9tribution de l\u2019injection ne sera plus garantie. C\u2019est la raison pour laquelle la Commission de l\u2019environnement, de l\u2019am\u00e9nagement du territoire et de l\u2019\u00e9nergie du Conseil des Etats (CEATE-E) r\u00e9fl\u00e9chit \u00e0 la mani\u00e8re de promouvoir la g\u00e9othermie \u00e0 l\u2019avenir.
