Apr\u00e8s plus de trois ans, la d\u00e9cision d\u00e9finitive a enfin \u00e9t\u00e9 rendue.<br \/>\n<\/strong><\/p>\n<div id=\"attachment_10290\" style=\"width: 503px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-10290\" class=\"wp-image-10290 size-full\" src=\"https:\/\/geothermie-schweiz.ch\/wp_live\/wp-content\/uploads\/2018\/12\/Geothermiekraftwerk-Haute-Sorne-e1545304190902.png\" alt=\"Le b\u00e2timent pr\u00e9vu de la centrale g\u00e9othermique Haute-Sorne\" width=\"493\" height=\"357\" \/><p id=\"caption-attachment-10290\" class=\"wp-caption-text\">Le b\u00e2timent pr\u00e9vu de la centrale g\u00e9othermique Haute-Sorne<\/p><\/div>\n<p>Geo-Energie Suisse S.A., dont le si\u00e8ge est \u00e0 Zurich, veut contribuer \u00e0 imposer la g\u00e9othermie profonde pour la production d\u2019\u00e9lectricit\u00e9 et de chaleur en Suisse. En 2012, apr\u00e8s de vastes travaux de clarification, la d\u00e9cision avait \u00e9t\u00e9 rendue en faveur du site de Haute-Sorne par rapport \u00e0 quatre autres sites potentiels sur le Plateau. Depuis cette date, nombre d\u2019\u00e9tudes intensives, de travaux pr\u00e9paratoires, de s\u00e9ances d\u2019information au niveau local et de travaux de groupes d\u2019accompagnement ont eu lieu. La soci\u00e9t\u00e9 Geo-Energie Jura S.A., dont le si\u00e8ge se situe dans la commune de Haute-Sorne, a \u00e9t\u00e9 fond\u00e9e en mai 2015. En juin de la m\u00eame ann\u00e9e, le Canton du Jura a octroy\u00e9 le permis de construire et \u00e9dict\u00e9 un plan d\u2019utilisation sp\u00e9cial. L\u2019autorisation accord\u00e9e \u00e0 l\u2019installation pilote englobe deux forages profonds et la centrale g\u00e9othermique. Le m\u00eame mois, Geo-Energie Suisse S.A. a conclu une assurance responsabilit\u00e9 civile pour l\u2019installation pilote d\u2019un montant de couverture de 100\u00a0millions de fr.<\/p>\n<p><strong>Signal fort pour la g\u00e9othermie<\/strong><\/p>\n<p>Cinq voisins ont d\u00e9pos\u00e9 un recours contre le permis de construire, alors que du c\u00f4t\u00e9 des associations de protection de l\u2019environnement, aucune objection n\u2019a \u00e9t\u00e9 formul\u00e9e. Avec le pr\u00e9sente jugement du Tribunal f\u00e9d\u00e9ral, qui donne raison \u00e0 Geo-Energie Suisse S.A. sur tous les points contest\u00e9s, la d\u00e9cision d\u00e9finitive a enfin \u00e9t\u00e9 rendue. Le plan d\u2019utilisation sp\u00e9cial est entr\u00e9 en force \u00e0 la fin de la semaine derni\u00e8re.<\/p>\n<p>En dehors du recours d\u00e9pos\u00e9 contre le permis de construire, les opposants locaux ont lanc\u00e9 une initiative populaire contre le principe m\u00eame de l\u2019utilisation de la g\u00e9othermie \u00e0 moyenne et grande profondeur. En avril 2017, l\u2019initiative a \u00e9t\u00e9 d\u00e9pos\u00e9e aupr\u00e8s du Canton du Jura, mais le Tribunal f\u00e9d\u00e9ral l\u2019a d\u00e9clar\u00e9e non valide en juillet 2018, car elle n\u2019est pas compatible avec le droit f\u00e9d\u00e9ral. Les auteurs de l\u2019initiative ont accept\u00e9 cette d\u00e9cision.<\/p>\n<p>Le pr\u00e9sent jugement du Tribunal f\u00e9d\u00e9ral donne le feu vert \u00e0 la r\u00e9alisation du projet pilote, pour lequel la Conf\u00e9d\u00e9ration avait d\u00e9j\u00e0 octroy\u00e9 la garantie des risques en d\u00e9cembre 2016. De plus, depuis la d\u00e9cision positive de juillet 2016, le projet pilote figure sur la liste d\u2019attente RPC. Sans ces instruments promotionnels, le projet innovateur de Haute-Sorne ne pourrait pas voir le jour.
